I have a Samsung GT-S7710L and it wont let me make outgoing calls how do I change this

5 Hi there. I'm not an expert at cell phones, but I worked at Apple for years, and if customers are going to ask me about the iPhone, I guarantee you they will also ask about the Samsung Galaxies. Many of my friends like them,but, like you, are pretty unhappy with Samsung's technical and customer support. I prowled all over the Internet, but I finally found a few possible solutions to your problem. Actually, I found the manual, so if you've already tried those techniques then I can only hazard few guesses at any other reason you can't make outgoing calls The manual, honestly, is pretty disappointing, but it suggests a few options. First, Samsung wants to make sure you remembered to press the "Dial" key before dialing your outgoing number. Secondly, they want you to verify that you are accessing the correct cellular network. Finally, and this suggestion is probably the most likely, make sure that you have not turned on the settings for call barring for the phone number you are attempting to dial. Samsung did mention one other possible scenario: that perhaps you are dialing a number from the contacts on your phone (who doesn't?) First, and I'm almost embarrassed to even suggest this, but they recommend making sure you have the correct number inputted into your phone. If you don't find that helpful, they suggest deleting the contact, re-entering all of the information, and then attempting the call again. Lastly, they again suggest being sure that you have not set call barring for the contact’s phone number. I will attach the manual to this answer for you. Hopefully it solves your problem and any problems you could have in the future. One more suggestion. You should know that you are not the only person with this problem on this phone. I browsed CNET's forums, and several people were discussing it. One man stated that he finally just re-set the phone back all the way to its original settings, and he was able to make outgoing calls again. If you go to forums.cnet.com and do a search for "Samsung forum: Phone will not make outgoing calls," you can read the thread of complaints about this issue.
