SIM cards are not working. On turn on there is a sign indicating presence on network despite SIM card is not loaded

0 Sciphone and buy a dual sim that comes with hayo not make it work the way it tells me that only emergency calls not know if it has something to do or that you also use my memory and I did not grab do not know if someone is can help me thanks
