message displays a reason code (reason) to identify the reason that the router request
failed.

BMC74421E AES function REQUEST NOT PERFORMED, REASON=rc
Explanation: The AESENH00 program could not perform a request for the
indicated Application Enhancement Solutions (AES) enhanced processing function.
The following function values are possible:
ABEND FILTER PROCESSING
ENABLE CANCEL INTERCEPT
VSAM SUPPORT PROCESSING
The following reason codes (rc) provide additional information about why the
request was not performed successfully:
01 The environment is MVS/SP, and AES cannot execute in MVS/SP.
02 The function is already installed and active.
03 The program failed to load all of the modules necessary to complete the
request. Message BMC74401E contains the module name that could not be
loaded.
04 The PARM information contained an invalid request.
05 An internal logic error was detected.
06 The program failed to perform remove processing because the enhanced
processing function was not installed.
07 The environment is not authorized.
